A right-minded person has opinions and manners that the speaker thinks are decent and proper. You meet it in newspapers and in rather formal English: every right-minded citizen. Though actually, there is no exam for this. It nearly always means thinks the way I approve of. The same person can be right-minded to one family and stubborn to another. It is a warm badge from inside a group, not a scientific fact. Young people rarely say it in chat.
