ref. is the written short form of reference. You see it in books, papers, footnotes, and forms: ref. 3, see ref. p. 12, customer ref. number. It points you to a source, or it is a number that finds a file or an order. It belongs to writing, not to speech — when people talk they usually say reference in full. The little dot is a clue that this is an abbreviation on the page. Though actually, English also has ref with no dot, and that one is a sports referee. Same letters; different job.
