This is how you do something when you have no clear aim. You walk purposelessly around a shop. You flip through channels purposelessly, not really watching. It describes the manner of one action, not a whole person. You will meet it more in writing than in speech; in talk, people often say , or just with no purpose. is the closer everyday cousin — same idea, lighter clothes. Though actually, the -ly here does not mean 'on purpose' (that is purposely). The two sit next to each other on the page and trick the eye. Purposelessly = no aim. Purposely = you meant to.
