A proposer is the person who, at a meeting, puts a plan on the table in the proper form so everyone can vote on it. In a club, a company meeting, or a student group, someone has to be named as the proposer: they say the idea out loud the official way, and then people vote yes or no. Though actually, the proposer is often not the only brain behind the idea — they are the one whose name is on it. Meetings usually want a second person to say they support it before the vote even starts. You hear this word in formal rooms, not in the kitchen. Friends do not say “I’ll be the proposer of pizza.” They just suggest it. Papers still use it for the person who puts a law or a plan up for a vote. The everyday verb is propose; the person who does that formal suggesting is the proposer. Insurance forms sometimes call the person asking for a policy the proposer too — same “person who puts something forward” idea, just not at a meeting.
