A propitiatory gift, word, or act is meant to please someone who is angry and to make them friendlier. The word describes the purpose: this thing is for cooling the heat, not for showing off or for starting a new plan. Though actually, like its family, it is rare and formal. In some Bible translations you will also meet the propitiatory as a name for a sacred object, but that is a special religious use. In ordinary essays it stays an adjective: a propitiatory smile, a propitiatory offering. Students who guess from proposal will go wrong; this is about soothing, not suggesting.
