Pouring rain is very heavy rain — rain coming down hard, as if someone were pouring water from a bucket. People say pouring rain, a pouring wet day, and, very often, It's pouring. When it is pouring, you get soaked in seconds. It is ordinary spoken English, not weather-report language (a forecast may just say heavy rain). It does not measure an exact amount; it is a feeling-word for the strong kind. In Britain especially, it's pouring is the everyday complaint at the window. This pouring is the -ing form of pour, the verb for making liquid flow. So the same shape appears in She is pouring tea, which has nothing to do with weather. You only get the rain meaning when the talk is about rain, a wet day, or it's pouring with no cup in sight. It's pouring is already complete; you do not have to name a liquid.
