To paginate a book, magazine, or long file is to give each page its number, in order, so people can find their place. The person who makes a book look right paginates it so page 1, page 2, page 3 sit in line. A computer program can paginate a report in the same way before you print it. It is a quiet office and print word, a little dry, not a feeling word. You would not use it for turning a paper page with your hand; that is just turning the page. People sometimes stretch it to websites that cut a long list into page 1, page 2, page 3, but the core job here is still putting numbers on pages. Though actually, paginate is not the same as publish. Publishing is sending the work out into the world. Paginating is only lining the pages up and numbering them.
