To outvote someone is to beat them because more people voted the other way. It is about the count, not about who argued better or who was right. A board can outvote its chair; a meeting can outvote a plan. You meet it in news about unions, parliaments, and committees — plain, a little formal, not slang. The out- here is the same “more than / further than” you hear in outnumber: they simply had more votes. Though actually, students sometimes hear vote out and think it is the same. Vote someone out means push them from a job by voting; outvote them means win the headcount this time. You can lose the argument and still outvote the other side, which is a slightly uncomfortable truth about groups.
