To outnumber another group is to be more in number than they are. If a class has 20 girls and 8 boys, the girls outnumber the boys. Police can outnumber , or the other way round. The verb is ordinary and clear, used in news, history, and everyday talk when the point is how many, not how strong. You will often meet it in the other direction too: to be outnumbered means the other side has more people than you. Though actually, outnumber only talks about count. A small group can still win; the word does not say who is braver or better armed, only who has more bodies, more votes, more items. Students sometimes want a 'than' after it, because Chinese often needs 比. In English the object comes straight after the verb: they outnumbered us, not they outnumbered than us. If you want the size of the gap, you add it at the end: outnumber someone two to one.
組成out- + number. Out- means 'more than'; number is a count of how many. From out- + number. Number goes back through Middle English to Latin numerus, a count.
