Picture a single tick of a counter: it happens one time. That bare idea — 'one occurrence' — is the seed of every use of 'once'. Counting from it, you can place that single time in the present (right now, at once), in the past (it happened once / it was once true but not now), or set it as a rule about how often (once a week). And because 'one time something happens' naturally marks a turning point, 'once' also becomes the hinge that joins two clauses: once X happens, Y follows. The many (once and for all, once in a blue moon, once bitten...) are all this same 'one time' frozen into set phrases.
