Numeracy is being able to handle ordinary numbers in real life, the way literacy is being able to read and write. A person with numeracy can add, take away, multiply and divide, and they can look at a price, a simple chart, a percentage, or a and know what it means. They do not have to be a . They need enough number-sense to get through a bill, a recipe, a pay slip, or a news figure without feeling lost.
The word is quite new, and it sounds like an education-office word because it is one. In 1959 a UK education committee, with Sir Geoffrey Crowther as chair, coined numeracy together with , on purpose to sit beside literacy. That is why reports so often say “literacy and numeracy” as a pair: the two basic school skills, words and numbers.
Teachers, exams, and government papers use it a lot. Everyday chat uses it less. You are more likely to hear “She’s good with numbers” than “Her numeracy is strong,” though both are clear. It is a slightly formal word, not a street word, and it never means advanced maths or number magic.
組成numerate + -cy (the same ending as in accuracy). From Latin numerus, “a number.” Coined with numerate in 1959 by the UK Committee on Education, chaired by Sir Geoffrey Crowther.
