New wave puts people in the water: a set of them showing up at the same time in film or music or , with ideas the last wave did not have. Wiktionary records the capitalised New Wave as a calque of French Nouvelle Vague, first used of a group of new film-makers; vague is the ordinary French word for a wave, so the water picture is in the phrase from the start.
