A municipality is a town, a city, or another small area that has its own local government — the people who decide local things such as roads, rubbish, and parks. The word can also mean those officials as a group. It is a formal, civic word, used in law and news more than in chat. Though actually, it is not always a “city.” A small place can be a municipality if it has its own local government. It is not the national government of a whole country.

組成municipal + -ity. English borrowed French municipalité. Latin municipalis is from municipium, a free town, from municeps, a citizen of such a town: munus (duty, service) + -ceps (taker).
