If you look or speak longingly, you show that you want someone or something very much — a child looking longingly at a cake, someone staring longingly at a train that is already leaving. It comes from longing, the of wanting, plus -ly, which turns it into an adverb. It is not about time. A long wait lasts; looking longingly is looking with want. English uses long for both ideas, and that is why the mix-up is so easy. The adverb is a little literary; in ordinary speech people often just say they wish they had it, or they look at it with longing.
