A litterbug is someone who drops paper, cans, and other rubbish on the ground in public instead of using a bin. It is a blaming, slightly cartoon word, more at home on signs and in clean-up campaigns than in a law book. American English made it famous; many people now just say someone who litters. Though actually, the bug here is not an insect. It is the old informal trick of calling a pest-person a kind of bug. The word was coined in 1947 by New York copywriter Paul B. Gioni for the American Ad Council, and it may have been playing with jitterbug, a dance craze of that time. Either way, it stuck because it makes the messy person sound small and .
