If writing is legible, you can actually read the letters. We use it first for handwriting — a note you can still make out is legible; one that looks like a storm of lines is — and then for print that is too faint, too small, or too fancy. Teachers write it on homework; forms ask for a “legible signature.” It is a practical word, not a grand one. It does not mean the English is simple, and it does not mean someone is allowed to apply for something. That second idea is eligible, which only looks related.
