If something is jet-propelled, a jet engine pushes it along: hot gas shoots out the back very fast, and that push moves the plane or boat forward. You do not see a big spinning at the front. Large passenger planes, some fast boats, and old cartoon jet packs get called this. People sometimes stretch it, a little , for a person who is tearing along — but the real meaning is about the engine. A plane is propelled too, just not by a jet. And a rocket is a cousin, though actually a rocket carries its own oxygen; a jet drinks air as it goes.
