Two pictures live in this word. The old one is breaking out of jail. The one you will meet now, especially with phones, is this: the company locked the operating system so you can only use official apps. Jailbreaking means changing that system so unofficial software can run too. People say it most about iPhones; Android phones are usually more open, so the word is less used there. It is informal tech talk. Though actually, it is not a small trick with no cost — it can void a warranty, make the phone less stable, and the legal picture is messy in some places. The -ing form names the act, not the phone itself.
