You call a thing innovatory when it brings a new idea, or a new way of doing a job. It is very close in meaning to innovative. Though actually, English speakers almost never say innovatory in ordinary talk; they say innovative, or they talk about an innovation. You may still meet innovatory in formal writing, or in older books. It is not a simple match for new. A new pair of shoes is new; an innovatory tool is one that changes how the work is done.
