Incivility is rude behaviour or rude remarks — not a swear as a joke with friends, but the kind of sharpness that makes shared life feel ugly: cutting comments, talking over people, small cruelties in a shop or a meeting. It is a formal, slightly cold noun. Papers talk about “incivility in ” when debate turns nasty. One remark can be an incivility; a whole habit of is incivility too. Though actually, it does not mean “not civilised” in the old “wild versus civilised” sense. It is closer to “not civil”: not behaving as a citizen among citizens, not showing the small respect daily life needs. Younger people rarely say the word; they just call it rude.

組成in- (“not”) + civility. Civility comes from Latin civilis, “of a citizen,” from civis, “a citizen.” So the pieces say “not the polite behaviour of a citizen.” From Middle French incivilité, from Late Latin incivilitas.
