"Civility" is polite, respectful behavior toward other people - especially the basic kind of courtesy you show even to people you don't like or disagree with. You'll hear this word a lot when people talk about arguments, , or debates going badly: "we need more civility in political discussions" means people should stay polite and respectful even while disagreeing strongly. It's not about being warm or friendly - just about staying decent and not being rude.
