    An ill-conceived plan, idea, or project was not thought through well from the start. The aim itself may be weak, or the way of getting there may be , so it is not likely to work. People use it when they want to say more than 'a bad idea': they mean the thinking behind it was poor. It is fairly formal; you hear it in news and in criticism of government or company plans. It does not mean someone got pregnant. here is the older sense: to form an idea in the mind. Ill- means badly — badly thought up.
