You can picture a small bucket packed with ice, sitting where people are eating or drinking. That is the whole word: ice, in a bucket, within reach. What changes between the two uses is only what the ice is working on. If it is working on loose cubes that people pick out, you get the ice-cube bucket. If a whole bottle is pushed down into the middle of it, the same bucket becomes a cooler for that bottle.
