    The have-nots are the poor people in a country or a group — people with little money, land, or power. English almost always says the have-nots, as a set, and it likes to stand next to the haves: the haves and the have-nots. News writers and politicians use it when they talk about fairness and the gap between rich and poor. Though actually it is a little slogan-like; it paints two big piles of people, which is tidier than real life. You do not usually point at one person and say “he is a have-not,” though you may see that. The matters: it glues have and not into one label for a group.
