A handheld is a small computer you can hold in one hand. For a long time that meant a PDA: a little machine for notes, names, and dates, before a phone could do all of that. You tap it while you stand or walk; you do not sit at a big desk. Older office people still say PDA. Younger students may never have seen one, and they will just say phone. Though actually, people also stretch handheld to any small you hold while you use it — a handheld game, a handheld camera, a handheld radio. As a noun for “a little computer,” the word feels a bit old now. As a describing word it is still everywhere: a handheld device simply means you hold it.
