Done with very little care or effort, so the work is only partly finished and the result is poor. It can describe the job itself or the person doing it.
敷衍了事的
One way to picture half-arsed: someone stands up, does half of the thing, and sits back down. The gate has one coat of paint on the top half. The plan has the first step and nothing after it. Both meanings point at the same missing half — in one it is the effort that stopped early, in the other it is the thinking. The word is rude, because arse is a coarse word for the bottom, and that edge travels with both uses.
half-arsed 可以想成一幅畫面：人站起來，做了一半，就又坐回去。門刷了上半截，下半截還是舊的；計畫只有第一步，後面沒了。兩個意思都指向同一個「少掉的一半」——一個少的是力氣，一個少的是腦袋。這個字帶粗話味，因為 arse 是屁股的粗俗說法，這股味道在兩個意思裡都在。
