You can think of a line of things in order — first, second, third, and then the one right after the third: that position is 'fourth'. Once you can point to that slot, you can use the word three ways: as a label for the thing in that slot (the fourth runner), as the thing itself without naming it (you came fourth), and — because cutting something into four equal slots gives pieces of that size — as one of those four parts (a fourth of the cake).
