Foppishness is the noun for that quality: the fuss about clothes and looking grand, taken as a bit silly or empty. You talk about someone’s foppishness, or the foppishness of a period (dandies, court dress). Same old-fashioned, judging tone as fop and foppish. You will not need it often; when you do, it is usually in writing about style or history, not in everyday talk about a ’s sneakers.
