- 1n/ˌfɜːrst ˈriːdɪŋ/ · /ˌfɜːst ˈriːdɪŋ/bill's first stage (UK Parliament)
The first time a proposed new law, called a bill, is formally brought before Parliament in the UK. There is no debate at this stage, and the bill is then printed so that members can read it before the Second Reading.
這個詞常常寫成大寫,常見句型是 a bill gets its first reading。
Example
The new transport bill gets its first reading in the House of Commons tomorrow.
A bill has to pass several stages before it can become law, and each stage is called a reading. The First Reading is the door opening. The title of the bill is read out, it goes on the record, and that is all: nobody argues about it and nobody votes on the idea yet. The point is to tell the House that the bill exists and to get it printed so everyone can study it. The arguing starts at the Second Reading. The phrase is often written with capital letters, and it usually turns up with get or have: a bill gets its first reading.

- 2n/ˌfɜːrst ˈriːdɪŋ/ · /ˌfɜːst ˈriːdɪŋ/bill's first stage (US Congress)
The first time a proposed new law is formally introduced to Congress in the US and entered on the record.
The wording is the same as the UK stage; the building is different. A bill is brought in, read into the record for the first time, and the real work comes afterwards. This is kept as a separate sense because the two parliaments are separate systems with their own later stages. For a reader, the country almost always comes from what else is in the sentence: the House of Commons points to the UK sense, Congress or the Senate to this one.
