You can picture 'congress' as a crowd of people who have travelled in from many different places and now stand together in one room — the word literally carries the idea of 'walking together' into one gathering. From that one image of people converging to talk and decide, everything else follows: first any big formal meeting, then a permanent body of people who gather to make a country's laws.
From Latin 'congressus', from 'congredi' = 'com-' (together) + 'gradi' (to walk/step) — literally 'a walking together', a coming together.
