Eyewash, in this meaning, is something you do not believe — talk, a report, a plan that is only there to look good. If a person says that's eyewash, they mean that is not true, or that is just a show. It is informal British English, a little old-fashioned, and a little sharp. Though actually, the same word also names a real liquid for washing dust or chemicals out of the eyes, and that is the meaning many meet first. This entry is not the bottle. This is the talk. The picture underneath is still a wash over the eyes: something that gets in the way of seeing clearly, instead of helping you see.
