Used this way, escaped is an adjective: an escaped person or animal is one that has got out of a place that was holding them — a prison, a camp, a zoo, a cage — and is now on the loose, or we are talking about them in that state. An escaped prisoner, an escaped lion. It is the same spelling as the past tense of the verb escape (she escaped last night), but here it sits in front of a noun and describes what kind of person or animal we mean. News and police reports like it because it is short and clear. Though actually, people also say a narrowly escaped accident in a different pattern (we escaped the accident); that is the verb, not this “escaped + noun” picture. The word is neutral: it does not by itself say the person is bad, only that they got out.
