You can picture a district as one marked-off piece of a larger place — a chunk you can point to and say 'this part here'. Sometimes the line around it is drawn by character (everyone feels where the old town or the shopping area begins and ends); sometimes the line is drawn officially on a map by the government. Either way, it's a part set apart from the whole.
