Branches or parts of a tree that have died, so they are dry and bare, whether they are still on the tree or have fallen off.
枯枝；枯木
A grey, leafless branch still hanging on a living tree. It takes up space and it takes light, but it will never grow anything again, and one day it will fall. The gardener saws it off, and the tree is better for it. Hold that branch in mind and the office use of the phrase explains itself: whatever a group is carrying that no longer grows anything.
