Picture someone walking into a company they do not work for. They spend two weeks reading, asking and watching, hand over a report saying what should change, and then leave. The company does the changing. That position - outside, brought in, paid for judgement rather than for labour - is what the word points at, whether it is naming the work or labelling the firm that does it.
