Consular is how we talk about that government official sent to live in a foreign city to help people from their own country — not usually by naming the person, but by naming the work, the office, and the people around them. So consular services are the help that office gives (a new passport, papers, an emergency); a consular officer is someone doing that work; the consular section is the part of an embassy that handles citizen problems. English speakers almost always use it this way, as an adjective in front of another noun. A few older texts use “a consular” to mean the official themselves, but that sounds dated; people say consul. If you see the word standing alone in modern English, it is usually describing the work, not naming the person.
