This is how you do something the official-rules way. If a request is handled bureaucratically, people follow every step, every stamp, every waiting period — even when a simpler answer would do. It has the same complaining flavour as : slow, on paper, by the book, not kind and not fast. Use this form when you are describing the manner of an action, not the thing itself.
