    A bureaucrat is a person whose job sits inside a big official system — a government office, a huge company, a school administration — and who goes by the written rules, often very tightly. A dictionary may make it sound like a neutral job word. Though actually, when people call someone a bureaucrat they are usually complaining: they mean the person cares more about stamps, forms, and “that’s the procedure” than about the human in front of them. It is rarely a compliment. The system around them is a bureaucracy.
