A bureaucratic process is one full of official steps, papers, stamps, and waiting. You fill in form A to get permission B to start form C. People use the word when the rules feel too many for the job, not merely when something is “official.” A hospital, a school, or a phone company can feel bureaucratic, not only a government office. It is almost always a criticism. The person is a ; the system is a bureaucracy.
