A written list of the most important rights of the people of a country, or of the members of some other named group, usually set down in law.

Think of one sheet of paper on which the rights of a people are written out, one after another, and then given the force of law. Everything on the sheet can be pointed at; anything left off it is much harder to argue for. The whole phrase is that sheet.
