Bewildering describes the thing that does the confusing — and it has drifted into a special job that is worth learning as a phrase, not just a word. Its most common use by far is with words of quantity: a bewildering array of, a bewildering variety of, a bewildering number of, a bewildering choice of. In that use it does not really mean 'this is impossible to understand'; it means 'there is so much of it that you do not know where to look'. A supermarket aisle with forty kinds of shampoo is bewildering in exactly this sense — nothing there is hard, there is just too much. That is the everyday, almost cheerful use, and it is common in travel writing, menus, product reviews and journalism. The word also keeps its full strength for things that genuinely leave you lost: a bewildering set of rules, a bewildering series of events, a bewildering decision by the referee — here it does mean 'I cannot make sense of this'. Notice the two flavours are not the same feeling: overwhelmed by abundance versus unable to follow. Context tells you which. The adverb 'bewilderingly' works the same way ('bewilderingly complex'). And keep the pair straight: the choice is bewildering, the shopper is bewildered.
