Aberdeen the city sits in that part of the country; the shire is the wider land around it — farms, towns, coast, and hills — not only the port. In British English, -shire on a name often means “the county of …,” like a big local area with its own council, not a single town. People may still say “in Aberdeenshire” for villages far from the city itself.
