Xenophobic is the adjective from xenophobia: showing fear or hatred of people from other countries. You use it about a person ("a xenophobic politician"), about words and behaviour ("xenophobic comments", "a xenophobic joke"), and about rules or laws ("a xenophobic policy"). It fits both before a noun and after be: "That remark was xenophobic." Like xenophobia, it is heavy. It is not a neutral description — it is a judgement, and the person you say it about will almost certainly disagree. So in real speech people often it, or add evidence: "That sounds xenophobic to me", "what she said came across as xenophobic". You can also see it used as a noun for a person ("he is a xenophobic"), but that is uncommon and ; almost everyone says "he is xenophobic" or "he is a racist" instead. The adverb xenophobically exists but is rare enough that you may never need it.
組成xeno- "foreign, strange" (Greek xénos) + -phobic "fearing" (Greek phóbos, fear). It is xenophobia turned into a describing word.
