Something whippy is long, thin, and bends easily — and, importantly, springs back. Think of a young tree branch, a fishing rod, a thin garden cane, a car aerial, a golf club shaft: you can pull the end far over and when you let go it flicks back into place. So 'whippy' is not the same as 'soft' or 'floppy'; a wet noodle bends but it is not whippy, because it has no spring in it. The word carries the movement of a whip, which is exactly the thing it describes. It is an ordinary informal adjective, most at home in talk about sports equipment (a whippy racket, a whippy club, a whippy bat), about plants and branches, and about anything long and springy. You can say 'a bit whippy', 'too whippy', 'whippier'. In British ice-cream shops you may also see 'Mr Whippy' — that is a brand of soft ice cream and comes from whipping the mixture, not from this adjective.
