A whip-round is when a group of people who already know each other — the people in an office, a class, a team, a group of friends — each put in a small amount of money so the group can buy one thing together. Usually it is for a person: someone is leaving the job, or is getting married, or has had a baby, or is in hospital, and everyone puts in a few hundred dollars so the group can buy one good present and a card instead of many small ones. It can also be for something the group needs right now — 'let's have a whip-round for the pizza'. Two things make it a whip-round rather than just collecting money. First, it is informal: nobody keeps a proper list, nobody has to give, and nobody says out loud how much you gave. One person walks around with an envelope and you put in what you can. Second, it is small and quick — money for one present or one bill, not a real fund-raising campaign for a charity. This is British English, and quite friendly, spoken English; Americans do the same thing but would say 'we're passing the hat' or 'chipping in'. The usual verbs are 'have a whip-round' or 'do a whip-round', and the money is 'for' a person or thing: 'We had a whip-round for Anna.' In British offices this is such a normal habit that people just say 'there's a whip-round going for Dave' and everyone understands.
組成whip + round. The 'whip' here is not the punishing kind — in the British Parliament a 'whip' is the person who goes round gathering members together, and this sense of gathering people (and their money) 'round' gives the word.
