A wallah is a person who does one particular job or takes care of one particular thing. The word is used in India and Pakistan, and by English speakers there, and it almost always comes stuck to the end of another word that says which job: a chai wallah sells tea, a rickshaw wallah drives a rickshaw, a dhobi wallah washes clothes. So you rarely meet "wallah" standing alone; you meet it as the second half of a word. The feeling is everyday and plain, not rude, though outside India — especially in older British English — people sometimes use it in a joking or slightly looking-down way for an office worker or an official ("some wallah from head office"), and that use can sound old-fashioned or a bit unkind now. The idea inside the word is wider than "job": it can mean the person connected with something at all, so it also gets used loosely for the man who deals with a thing, whoever he is.
