Tall enough to reach your waist — used about things that stand up from the ground: a wall, a fence, grass, a plant, a pile of boxes. 'A waist-high fence' is one you could rest your hands on. The difference from 'waist-deep' is direction: 'deep' is for something you go down into (water, snow, mud), 'high' is for something standing up beside you. Snow can take either — waist-deep if you are through it, waist-high if you are looking at the drift. It works before a noun ('waist-high weeds') and after the verb ('the corn was already waist-high by June'). Like all these body-measure words, it is casual and picture-making rather than exact.
