Upraised means lifted up and held there. It is an adjective, and it almost always sits in front of a body part — an upraised hand, an upraised arm, an upraised fist. It is not an everyday word. You will meet it in writing: novels, news reports of crowds and protests, descriptions of statues and paintings. A speaker would just say 'with his hand up' or 'holding her arm up'. Upraised suggests the position is being held, and often that it means something — a hand upraised to swear an oath, to stop traffic, to greet a crowd, to strike. That is the difference from plain 'raised': raised can be about the action, upraised is about the picture. Very occasionally you see it for other things held aloft, such as an upraised sword or an upraised banner, but the body-part use is by far the commonest.

組成up- + raised (the past participle of raise). The up- adds nothing to the meaning of 'raised' except a sense of holding the position — English has many of these up- words that feel more literary than the plain form.
