Completely, with nothing held back and no doubts kept in reserve. It describes HOW you say or give something, so it goes with verbs like apologise, agree, accept, support, recommend, condemn, welcome. 'I apologise unreservedly' means: no excuses, no 'but you also...', no small part of me still defending myself. Think of 'reserve' as keeping a bit of something back for yourself; unreservedly is handing over all of it. The word feels formal and a bit public. You hear it from politicians, company statements, apologies in the news, court, and formal letters — a person saying sorry to a friend would just say 'I'm really sorry' or 'I was completely wrong'. Because it is so strong, it often appears exactly when someone is under pressure and wants to sound like they are not hiding anything. It also works for praise: 'I recommend her unreservedly' means there is nothing about her I feel I should quietly warn you about. Position is loose — 'apologise unreservedly' and 'unreservedly condemn' are both normal.
組成un- (not) + reserved + -ly. 'Reserved' here is the idea of holding something back or keeping it in store, so unreservedly = without keeping anything back.
