Underresourced means not given enough of what you need to do the job — money, staff, equipment, time, space. It is nearly always said about an organisation or a service rather than about a person: an underresourced hospital, an underresourced school, an underresourced police force. The key idea is blame pointing outwards. If I say a clinic is underresourced, I am not saying the nurses are bad; I am saying somebody higher up did not give them enough, and the failure is that person's. That is exactly why the word is popular in reports and in news: it explains a problem without insulting the people doing the work. You will see it written three ways — underresourced, under-resourced, and under resourced. The hyphen is the most common in British writing and is always safe. It is a formal word; in conversation people just say "they don't have enough money" or "they're short-staffed". It also pairs almost automatically with 'overstretched' and 'understaffed' — "an underfunded, overstretched service" is the shape the phrase usually takes.
